About Flowerstone
Flowerstone Health Society is a community-based non-profit that supports primary care in the Oceanside region of Vancouver Island. We were founded in 2019 by four local Nurse Practitioners and a Physician who saw an opportunity to build something grounded here, shaped by the people who live here.
Our work sits inside the BC Ministry of Health’s broader Primary Care Network strategy, a provincial effort to link patients to local networks of care providers. The Oceanside PCN is the regional expression of that strategy, and the Flowerstone Family Health Clinic is one of the projects it helped make possible.
The Society and the clinic are closely connected but distinct. The Society supports, advocates for, and helps sustain the clinic’s work. The clinic is run day to day by its own clinical and administrative team.
About Flowerstone
As part of its Health Care Transformation Strategy, the BC Ministry of Health has funded a system of approach to improve local health services called Primary Care Networks (PCNs). The Oceanside PCN has been created to improve access to primary medical relationships in our area, linking residents to a local network of health care professionals. One of the PCN projects was to open an NP led medical clinic in Qualicum Beach.

Our Board
Stephanie Boyer
Director at Large
Stephanie Boyer is a Registered Nurse and Nurse Practitioner with over 17 years of clinical experience, including 8 as an NP and 7 in progressive leadership across acute and primary care. She has served as Director of Patient Care and Clinical Facilitation Director, leading interdisciplinary teams in rural, Indigenous, and community settings, and holds a BSN with a Master’s in Health Management underway.

Ross Gilley
Governance & Nomination Committee Chair
Ross joined the Flowerstone Board in 2025, bringing 45 years of experience across corporate, consulting, and small business operations. He holds business degrees from the University of British Columbia (1979) and Royal Roads University (2005). A dedicated Oceanside community member, Ross enjoys riding the back trails by bike and championing Flowerstone Society membership in conversations across the region.
Rosemary Graham

Sherryl Hoskins
Director at Large
Dr. Sherryl Hoskins retired in 2023 after a lifetime in healthcare. A registered nurse with a Doctorate in Health Administration, she spent 15 years with Accreditation Canada reviewing hospitals and health systems across Canada and the Middle East, and served as Director of Health Services on Vancouver Island’s west coast and the Southern Gulf Islands, championing quality, safety, and equitable rural access.
Gerry Latham
Board Chair
Gerry is a Registered Nurse with 50 years of healthcare experience across New Brunswick, Ontario, Alberta, and BC, much of it in senior leadership. She retired as Executive Director at Vancouver General Hospital, later returning to direct Sechelt Hospital through its new build and to lead Sunshine Coast health services through the pandemic. She settled in Parksville four years ago.
Jeffrey Simons
Human Resources Committee
Dr. Jeffrey Simons is a retired pediatrician and emeritus clinical associate professor of pediatrics at UBC, with a longstanding interest in team-based care and transparent communication among health professionals. He practiced family medicine in London, UK, trained in pediatrics in Ottawa, and served as Prince Rupert’s first community pediatrician. He moved to Oceanside in 2014 and joined the FHS board in 2024.
Colleen Tinline
Member at Large
Colleen Tinline retired in 2018 after nearly 30 years with UBC’s Faculty of Medicine, where she built expertise in health records management, information systems, and business administration, spending close to two decades as an Administrator across academic medical departments. She and her husband moved to Parksville in 2020 and joined the wait for primary care that still affects thousands locally.
Adam Walker
Fundraising Chair, Community Engagement & Communications Chair
Adam is a former MLA for Parksville-Qualicum and past Councillor for the Town of Qualicum Beach, with a longstanding focus on improving access to healthcare. He previously ran a marketing agency and now operates a small farm while raising two daughters with his wife. He serves on community boards supporting Qualicum Commons, St. Andrew’s Lodge, and Hamilton Marsh.
